It comes from wrestling contests. It is a free for all, where every dirty trick is not called foul. and only the toughest survive

That you have license to do whatever it takes, no matter how mean or dirty, to achieve your objective. It's particularly relevant in politics which is ironic because even war has the Geneva Convention.
