Both are in the past tense. Use "saw" right after the subject, use "seen" only if you connect it with "has" or "have."

Example:

He saw the President coming towards him.
He has seen the President coming towards him.

Seen needs a "helper" word - had seen, have seen.

Saw is the simple past tense. Seen is the past participle. We often use 'seen' with 'Have you ...' type questions:

Have you ever seen an intoxicated squirrel?
Yes, I saw one yesterday.

Have you seen my glasses?
Yes, they're on the table.

Or, if there is also a 'was' or 'were' in the sentence:

Where was he seen last?
I saw him at Burger King last night.

If using by itself, use 'saw'.
I saw that movie last week.

If using with 'have' or 'is' use 'seen'.
I have seen that movie already.
That movie was seen by many people.

Never, never say 'I seen' 'He seen' 'We seen' 'They seen'.
And never, never say 'I done' - it's 'I did' or "I've done"
