Does he want New Orleans to become a new mecca for candy, desserts and sweets? Or...was it a thinly-veiled racist statement meant to intimidate white people?

I believe he said "New Orleans will be a Chocolate City". In other words: "Honkys, stay out!" If you're a white family thinking about re-locating to New Orleans, you might want to reconsider given the Mayor's threats.

Oh, you mean the ones looting the plasma T.V.s and shooting 5 people on the street corner? Heaven forbid if they left, LOL!

It is widely believed that NO will be rebuilt from candy
bars. Dark chocolate in the downtown and white chocolate
in the suburbs.

I think it was a pretty goofy statement but i think he meant that some people wanted to rid the city of the poor black people that weren't able to evacuate the city and would maybe be afraid to come back and he doesn't want that to happen.

Guy's an Idiot, his city was in a state of "EMERGENCY" and where was he ? Out of town, closing on a house he just bought, the entire New Orleans Police dept. "WALKED OFF THE JOB", it the most corrupt city, and corrupt state government in the U.S...

Say what you want about NY, but the "NYPD" and "FDNY" would never walk off the job... NO MATTER WHAT HIT THE CITY !

You shouldn't assume that Nagin's motives are so nefarious. He's just playing to his base of angry, poor, displaced Blacks.
