Washington DC has good public transportation. So does New York City, so does Chicago, so does Boston and the little cluster of cities around it (Cambridge/Somerville/etc.), so does San Francisco.
It's my opinion that Austin, Texas would probably be at least somewhat tolerable with public transportation plus a good bicycle.
Most other U.S. cities have terrible public transportation and are all spread out, impossible to navigate without a car.

Yeah you can get around DC proper without a car, but DC is kind of a cesspool (sorry to anyone from there) Look for a good transportation system and smallish geographic area. New York obviously is the first to come to mind. Don't move to LA without a car.

New york city is number 1 less then half of the residents would have a car.
DC has a good trans system also
boston would work
