My driving experience from Tainan to Taipei was about 4 hours in weekly, so the proximate to travel from Taipei to Gao Xiong would take about 4.5 hours
However,once you get into the city which would take another half hours ( at least ) to arrive the place, plus finding the parking place is not that easy........
You certaintly don't need to refuel the gas, you only need to refuel the gas is when you arrive in the city! Yeah, definitely!

Just a tip: when driving yourself, the name on road signs to look out for is Kaohsiung - that's the way it's spelled here.
In Taiwan intercity coaches are a much better option. There are many travelling daily between the two cities and many coach stations are conveniently situated around Taipei main train station. It will save you a lot of trouble especially getting out of Taipei and into Kaohsiung. Forget about asking directions when lost.

By driving the expressway, u no nid to refuel ur oil with full tank. It will take around 4.5hr with normal 100km/hr. For maximum time, that time during festive season i took almost 9 hr.. the whole expressway don't seem to move

It is about 4 hrs. However, it all depends on the time you choose to go. If you choose peak hour or holiday. You will stuck in the jam, then you need to spend more than 10 hours on the road.
