I'm having trouble with one question in Spanish, I'm not sure what I'm supposed to write.

***Fill in the blank with the conjugated form of “estar” and the present progressive of the verb in parentheses.***

(Example;) _Estoy__bebiendo_ agua todos los días. (Yo / beber)

(Question) 3. _____ __________ mucho frío. (Ud., Él, Ella/hacer)

it doesn't make sense to me when I try to put it together. help would be appreciated.

You would write in the blank "esta haciendo" because they want present progressive.

Hace mucho frío.
The cold is a thing, so the English sentence would be "It is coldest"
It's wrong to say "he is cold", the correct is "it is ..." but in Spanish you don't write " IT IS ", you only tell "IS". You don't tell Eso hace mucho frío, you only say "Hace mucho frío"
This is the reason for you find the verb HACER inside the question.
