Depends on what you think a safety fuse is. Fuse can mean detonator, but safety fuse implies a device that disconnects a circuit by blowing when too much current goes through it. They don't fire anything.
If you're talking about using a burning type fuse on an electrical detonator, no, it won't work.
Electrical detonators are usually safed by keeping a short across the wires until you're ready to go.

That would be very difficult. If you have electric caps why would you use safety or tape fuses? wire and battery (or blasting machine) is cheap, fast, easy, and much more controllable than fuse
