Because most employers know that they won't be available once summer ends. Full time employees often have their own families, bills to pay, rent, etc, and need all the hours they can get; hours they deserve to get rather than have them go to a teen who 8 times out of 10 is probably going to use the money on a totally "killer" new sound system. And teen labor laws, in California anyway, prevent teenagers from working more than part time hours during the school year, unless it is part of a work study program.

Some parents do not buy or very reluctant at buying things teens want/need clothes, shoes, cd's ect. Also a teen who has the entire summer off may enjoy their summer better with money to spend if they need to earn their own rather than sit around.

Some teens do this so they can have extra money to buy what they want. If they are driving to then to pay for gas while they are running about. Some do it to help out their family and others do so just to give themselves an escape from their home.
