what is the proper or appropriate word to be use in
This is to certify that I, Ms. Younda Beganda have or has paid the amount of ____ to Mr._____
should i use the word have or has?that sentence reffering to me.

"have", because the main statement is about you -- "I have paid"

If you were speaking about someone else you would use has -- "Corey has paid"

In total it should read:

This is to certify that I, Ms. Younda Beganda, have paid the amount of ___ to Mr. ___

The reciept should be issued by the payee not by you. So you should recieve a reciept from him.

I (mr whoever) certify that I have recieved the sum of (dollar amount) from Ms Younda Beganda as payment upon (list reason) on this date (enter date)

It should also be noted if payment was made in full. The reciept must be signed by the payee to be valid.

A canceled check or fully filled out reciept from a money order Is also a good Idea.

I have paid& he has paid so 'have' because you are revering to yourself
