The way to get the cheapest tickets is go to www.travleocity.com. I travel alot and search alot, it seems they are always the lowest.
Search the flights you need and see what the flexible dates are. See what airline is offering the cheapest flight. Keep in mind the first price you is without airport taxes which generally run you between one and two hundred dollers a ticket.
Once you know what airline it is, go directly to their website. Search the same days and times. The tickets you get through them will geenrally be cheaper than the ones listed on travelocity.
Priceline.com is a good site too for cheap tickets but does not let you choose departures/layovers etc so would not work well in your situation.

Travel Agents work with air consolidators that have pre-contracted fares with airlines, but this to depends on your definition of "cheap". These are also based on availability and international flights aren't the best to book in advance, actually you really should book all travel in advance moving forward with the travel industry and how things are changing with it.
You can search for hours and hours for prices, but best bet is to call an agent let them know what you are looking for and they can help you from there. Asia is considering many countries so you realistically need to narrow down what country you want to go to.
The longer you do wait though the rates will go up, in fact they probably already might be. Plus unless the one that you are saying is 2 is under 2 at time of travel then the kids will to pay for an adult seat considering the airlines look at it that they are still taking up a seat. There are very few destinations/dates/airlines that offer child fares.

It depands on where are you planning to go...where are you travelling from....and how much is your budget?
If from asia.....try looking at the following budget arilines:
1) AirAsia
2) Tiger Airways
3) Jet Star
In addition, you can try looking up (online) the various airlines for special packages. For Example:
1) Singapore Airlines (SIA)
2) Malaysian Airlines (MAS)
3) Japan Airlines (JAL)
4) Qantas
5) British Airways
Furthermore, you can try check with local travel agents for special deals or packages.

Jet Star, the flight is really cheap like only 56 to thailand, but the expensive part comes from the Airpot taxes unfortunately. you from singapore, i think the tax is as high as 112 dollars... thats what i'm paying for my flight though..
