Actually, similar practices are not unusual in some areas. In New Orleans, people are buried in the cities of the dead above ground. After a period prescribed by law, the can be removed and planted below ground or cremated.
Some cemeteries do bury several deep, with adequate time between burials. The old headstone is removed, a new body is planted, and the new headstone is installed.
I would guess that if the person on the bottom raised any objections to the practice when the next person was installed, that they would dig another grave instead.

That's against the basic privacy of death rights. Why don't you support cremation and putting into little vases or scattering the ashes at sea if ya so worried about space. Dont America have lotsa of space?

To save space - deceased should be cremated. When we run out of space to bury the dead, they will walk the earth.
