You can do the obvious and go to microsoft.com and type in the .dll file or download.com and get it; but odds are there is a bigger problem. Instead of going to the trouble of getting into more trouble; try reloading the pc software or using system recovery to a few days before the problem started and you will save yourself the endless task of getting a .dll and finding out you need another and another. thats why recovery cds exist.

You need to get System Suites 6 it will fix the problem. It fixes all problems your computer goes through. The same thing has happened to me and I spent a lot of money on different programs to try and fix it (close to $500.00) and I won't buy anything else. Once you buy it then run it in the pc (it will run, but it will do one of two things, so please read the book to understand what it does and mean). You will be amazed! Once you do that then you can run your operating systems disk.
