It's not just to protect their modesty (although that may be part of it). Why don't you try wearing a skirt on a windy day and see how you react?

You are talking about two different types of women.
Why do some men go to great lengths to show they have manners by doing things like opening doors for women, but others are rude and don't have a problem scratching there balls in public?

Where do you live? Where I live girls of all ages let it all hang out. Dressing like they are at the beach. Even the ones with rolls of belly fat.
