to clarify, is it rude to the driver if you were a passenger talking on the cellphone for the entire car ride. the driver is a friend of yours

Yes, that's rude. Its like saying that the person on the phone is more important to you than the person you are actually with. It also makes the driver uncomfortable to hear your conversation when they aren't a part of it. When a friend does this to me I feel more like a taxi driver than a friend.

it's rude if the call wasn't important or wasn't family. But if it wasn't then it is rude because the driver is your friend and you shouldn't have them drive you to places but then completely ignore them and talk to someone else on a phone.

Yes because you are totally ignoring the other person. You should shorten the converstion as much as possible and talk to the other person.
