A tan or lighter eyebrow/ eyeliner pencil will work just fine. Just practice until you get the look you want. You can get eye pencils for $1.

I had cancer and my hair got a little thin, only I could tell it, but I lost all of my body hair and most of my eyebrows. They are still real thin 5 yrs. later. I pluck mine with tweezers just to kind of give me an outline to work with. I use a medium-brown eyebrow pencil and just barely fill them in. It take a little while to just barely put a little on at a time, but it looks more natural. If you get one og the better brands, it might cost a little more, but you will have a lot more colors to choose from and if you go ahead and get you a sharpener, DON'T use an ordinary pencil sharpener, you will have very little money invested and One of the long pencils will last a long time. $6-7 tops and the better brands will last all day and half the nite if you don't rub your face if you sweat. Keep you a good soft paper towel handy and if you get hot, just blot your face. This will really work. My best friend will answer any question I ask her and give me the truth. She swears my brows look natural to her. The main trick is using a shade the very same as your hair or 1 shade lighter. NEVER use a darker eyebrow pencil than the color of your hair! That looks fake!

You could invest in some Brow Powder or brow pencils however powder eyeshadows in shades that closely match the color of your brow will work just as well. If using powder, Choose a soft-textured matte powder and apply a thin liner brush. Or if using pencil, softly smudge your brow pencil for more definition.
I prefer brow powder applied with an angled brush (blonde or a soft taupe are good neutral colors) It gives a much softer and more natural finish.
Begin by brushing brows in to neat shape, use old tooth brush. Begin application in the center of the brow and work outward toward the brow tip then back toward the beginning of the brow. Use short, light feathery strokes between the brow hairs, and apply a bit more pressure (for stronger color) when defining the underside of the brow. Use a clean toothbrush (or a brow brush, which is similar but more expensive) to soften the color and groom the brow.
Brows look good in a soft taupe powder - don't make the mistake of going too dark with your brow color, as this looks very unnatural and make your skin look paler.
To keep them in place, apply some clear mascara.
Hope this helps

Simple and cheap--Get any eyeshadow close to your hair color, wet the applicator and apply in the brow area. By wetting the applicator(an angled brush works best), you are setting the powder in place. If you don't wet it, it will simply wear off. Make sure the eyeshadow you get is a matte finish. Jordana eye pots are about a dollar and most of them are matte finish. The powder is more of a softer look, eye pencils can be harsh looking and considering you're blonde(and I am assuming fair complexion), the softer the better.

Hi there... I have lost all body hair twice due to chemo. My brows grew back but my eye lashes didn't. It definitely looked strange. I called a permanent makeup studio. I had both eyes lined with a terrific navy blue tattoos. It looks great and I feel normal again. The shop gave me a 50% discount. They also do eyebrows. I'm sure you could get a discount. Even a regular tattoo studio could do eyebrows for you. Just a suggestion.. Did I mention I love my eyes now?? Good Luck..

Get an eyebrow embroidery done. It will last a few years depending on how you care for it but no worry coz you can get touch up later for a minimal price. I got mine done in brown a few years back and it still looks great. It doesn't hurt as much as tattoos too. So go for it.

dye them...its what I do...my hair is blond and I dye them dark brown so yhey show up...hair dye is only 3 dollars and a tube will last you for like 25 applications if you split up the developer that come with it properly....you only need a drop of dye and a drop of developer mixed in a bottle cap, and then apply to the eyebrow you want to show up with a q-tip
