many have already answered this. i just want to add :
pamphlets are generally distributed to anybody and everybody as an advertisement of a particular subject. leaflets contain more information upon it and are generally given to those who are interested to know more about it.

'Leaflet' is one which is banned in most of the 'mail box' whereas 'pamphlet' is 'leaflet' wrapped decently in an envelope and posted secretly into the mailbox.
