Depends on the paper if it is slick you have to crumple first. Spit on your fingers or it will slip off your fingers and stick to your butt, not good. Fold three pieces one behind your hand two plies in front.

Fold is better cuz you don't want it to get on your hands also crumple is wasting paper and cannot really clean it well !!!
