I rarely know bulbs which are fragrant; Most of them are dull fragrant. One bulb i know is the spider lily, called Hymenocallis speciosa. Its flowers are fragrant but particularly, in the night. It is a phenomenon in them.
Instead, i know a lot of plants which you could plant to block out smell and odors.
You can try the following plants, but they are in full sun condition :-
Murraya paniculata [Low maintenance]
Wrightia religiosa [Low maintenance]
Lantana camera [Low maintenance]
Michelia 'X' alba [Low maintenance]
Michelia champaca [Low maintenance]
Jasminum sambac [High maintenance]
Tabernaemontana corybosum [Low maintenance]
There is only one shade plant i know which have fragrant flowers:-
Hedychium coronarium [High maintenance]
PLease do noted that, the plants i've given you above are mostly tropical plants which are commonly planted as ornamentals in South-East Asia.
I assume that you are in the US? Lantana, Jasminium are suitable for you. Other than that, i don't know.

Eucalyptus has a lovely scent, but not floral. It is more subtle and smells a bit like the forest... very fresh. It has beautiful green growth and would grow well in the conditions you describe. I would find something like a soap or spray with that scent first to try it out and see if you like it. I believe it is one of those aromas that almost everyone finds pleasing and is not overcoming. So many different aromas are bothersome for people, so I would try a more neutralizing plant like this one.

When it come to bulbs you are going to battle, but these might help; Amaryllis belladonna, Freesia refracta (common freesia), Hyacinthus orientalis albulus (Roman Hyacinth, but all Hyacinth will do) and Lilium (Lilies). All of these are dependant on where you are in the world as some of these are not frost tolerant. But when in doubt just ask your local nurseryman, they are the pro's and should know the local area conditions.

Agastache smells wonderful when brushed against. Jasmine and Nicotine are also fragrant but I don't care for the sweet smell. Lavender is nice too.

Lavender is great. So is Corcican Mint if you can find it. Look in the Herb section of places that have plants. Sniff around until you find something that makes you smile.

LAVENDER! Wonderful aroma...and hardy....depending upon zone. Russian Sage is another good one. See bluestoneperennials.com for a variety of them. Could offer more help if I knew UR zone! :-)
Also Sweet Shrub is great! Smeels wonderful!
