Up until recently, the answer to your question would be "yes." However, there's been a bit of backlash against standardized tests over the past few years, so you today you can get into some pretty good colleges without having to submit test scores (see the link below).
Having said that, you should still plan on taking at least one of the standardized tests, SAT or ACT. If you're worried about how you will score on the tests, plan to take both. Because the format of the tests are so different, students usually do a lot better on one or the other. As long as you don't sign up to have your scores automatically sent to the colleges your considering, you can choose which test to submit after you get your scores (that way you can submit only your better test).
Did you know that if you live near a test prep center (like Kaplan or Princeton Review), you can take a practice test for free? I used to work for a test prep company and we regularly offered students a chance to take a practice SAT or ACT. When the test was over, we scored it and held a review session for free. Of course, the company hoped to get more students enrolled in the classes, but there's no obligation to do so.
Good luck!

SAT or ACT
Unless you are just taking classes at a community college...but if you want a specialized degree .....even at a community college you need to take one of the two exams.

not nessessarily.
It depends on what college your going to like if your going to a community college, they don't look at SAT's or ACT's. But if your going to a UC or STATE then it's recommended.
If your going to a private school, you have to check their admissions and see if the school recommends SAT's or ACTS.
