Well, I think you'd know if he becomes more attentive to you, and he begins to pop up everywhere you go. he might be interested. He seems to be everyone ( by that, I don't mean he stalks you, he just genuinely wants to be with you). If he portrays himself as a good guy who really cares about his family, career, future, etc, and he allows you to see his sensitive and romantic side, than that very much means that he is into you. Because most guys don't usually let other people step over those boundaries, unless they really trust you. And remember, guys hardly gets emotional even with their guy friends, so if he shows his feelings (feelings about family, relationships in general, etc) to you, that means you are special. That also means that he's not just into you on physical levels, but he's also interested in you as who you really are. Also, he might try to get close to you physically (but subtly) also, by that i mean, gently touch your arm when you both are chatting or whatever. And also some other hints: he looks straight into your eyes when he talks to you; asking you out to just grab a bite; gets weird when you talk about other guys (although i won't suggest this, it might make him back off), etc. If you really like him, show it too (subtly though). Because guys hates rejection, he will want to test you for a while, and if he feels that you guys are on the same page, he's more likely to ask you out.

This is kind of hard to answer because I can't actually take your place for a day and raed the signs, but the first thing you have to ask is "Is taking the chance of having a relationship with him worth it; what would happen to your friendship if it didn't work out?"
Other than that, there's not much anyone else can tell you- just don't overthink about the itty bitty details like whether the way he waved to you today meant anything and you'll be fine. Good luck!

When you get close to him, keep a close eye on how he looks at you. If and wehn he stares into your eyes, or looks at your lips, he likes you. Whe you get close you him, stare at his lips and maybe lick your a bit, or bite your lip, that's a surefire way to get his attention.
