simple: multiply it by 100%
example: 0.453
0.453 * 100% = 45.3%
percent means per cent (where "cent" is from the latin word centum meaning 100 -- no coincidence that the roman numeral "C" represents 100) or per 100
if you multiply a number by 100% you are multiplying it by
100 percent = 100 per cent = 100 per 100 = 100/100 =1
thus you're multiplying it by one, so the value of the number
hasn't changed. thus you can say 0.453 = 45.3%
the number on the left is the same as the number on the right
my guess is that when you first learned how to convert a decimal to a percent, you just learned a mechanical method like one of the other answers given here but without the above understanding and therefore it was easy to forget
