Pick up a copy of Overstreet Comic Book Price Guide. You can buy a copy at Border's Books or Barnes and Noble bookstores.
She should:
1. Inventory them by publisher, then
2. Alphabetically, then
3. Numerically.
4. Finally, quantity if multiple copies.
Sometimes comics start their numbers "over" with a new #1. This new #1 would be considered "volume 2, number 1.
Put this on a Excel spreadsheet, call local comic shops to see if they would be interested in buying "collections, comic runs" and let them know that she has a spreadsheet for them to lookover. Some comic shops are looking for specific items.
The price guide price is only that, a guide. Whatever the guide shows as a price, figure on only getting HALF of that price. Comic shop owners need to make a profit, too.
She may have some desirable (high price) comics, so look at the price guide. It will have notations like First Appearance, Death of, Origin of, and other "landmark issues". These will usually fetch a higher price, if the condition of the comic book is Near Mint to Mint.

Unfortunately, E-bay is her best bet. At a local shop, or even a convention, people will cherry pick the money makers out of the collection, and leave you with a stack of less than desirable fare. I would recommend that you separate the set out into the individual series, if feasible, and sell them in lots of 50-100. If there are more valuable issues, highlight those (especially #1’s, first appearances, and deaths) in the description, or sell separately. The bigger lot idea is still the best option though.
