its because you're body has a hard time cooling off to 98.6. The 98 outside temp keeps your body too warm unless you're completely still. Any activity raised your temp and you need to cool off.

It's just like why it takes food longer to dethaw in the fridge versus sitting on the counter.

Thermoregulation. The core temperature is higher than the surface. To be comfortable at 98 degrees would equate to a higher actual core temperature. Think of the skin as millions of little vents releasing heat from your body's engine to keep it from overheating.
