If you are trying to get some sleep, turn on your favorite CD on repeat for a while or a radio station. Don't go near him or her...too much drama if you are trying to call it a night

If you're not the cop-caller of the neighborhood, then learn to ignore it. I probably sound cold, but, I've had all kinds of messed-up neighbors, and what I've learned is, you can't fix everybody.
We had an old woman that would scream HELP, HELLLP! every afternoon. I had to ignore it, because the first time I ran over there, more like, I fought my way through thick bramble vines and undergrowth to beat my way through to her house, and what she wanted was to know which way the temperature gauge was supposed to go on her a/c control. It was obvious she must have had Alzheimers'. Anyway she yelled for help every day, like a person in serious distress, and like the boy who cried wolf, if she had ever really fallen or something, we'd have never gone to check.

Well u have some options...
1) You can go and talk to him nicely and ask him wats wrong...being sympathetic and all
2) Or if ur impatient and dont feel like listenin to him/her...tell him to shut the CUFF up
3) If u wanna go postal on em, call the police. But i dont know if they can do anything...
4) You can also jus tell them to go inside and cry in there, bcuz u cant sleep...
