A UPS IS the only way that you can keep the power going on your computer upon boot up. Your unstable power situation IS the main reason why UPS's were invented in the first place, to insure a Uninterruptable Power Supply to the computer system. Even if you had a gas powered generator, the power from that is not steady at times and will cause power drains and surges which will affect the computer just like regular electricity.

I have a home network and I have a UPS on EVERY computer that I have on the network as I am in a similar situation.

UPS's are reasonably inexpensive, but if you want the service, then you will have to get one. I purchase mine here, but you may be able to find them cheaper.

If your main power breaks frequently and you can't buy a UPS, I'm afraid you are out of luck. The purpose of a UPS is to protect you when the power fails. If you choose to not have battery backup, then you accept the risk that a power failure may damage the data on your disk. Basically, you need a UPS. Your only other option is to use a laptop with a fully charged battery. At least then the computer will continue to run if you lose power.
