At this website, you can register all your phone numbers, including cell phone, so that telemarketers will know you do not want their calls. If after registering you still receive a call then you can file a federal complaint at this same website.

I registered all my phone numbers including cell phone about a year ago and since then have not received any more telemarketing calls. The registration lasts FIVE years and after that you have to re-register all your numbers.

If you receive a telemarketing call after your registration is effective, ask for the name and number of the company calling, inform them the number is on the DNC list and file a complaint online at the above site. You need to call your state's Better Business Bureau or Attorney Generals office. In my state in Mi, then can call up to nine o'clock at night. That is a ridiculous time when you have to get up early or have children in bed.
