I think it will be the same way like in other countries. Because the big diving licenses like PADI or CMAS are international and the rules are the same. Have look at their homepages.

Hmmmmmmmm . . . how many hours diving do you have to complete prior to getting your diver license in Germany?!
Is a wet suit required? LOL

i never got my drivers license in Germany but my ex husband did when we were stationed over there and i believe all you have to do is a written test if you have state driving license.i really don't believe it is hard to get.
