I REALLY DONT UNDERSTAND IF I AM SUPPOSED TO USE A CAPITAL LETTER AT THE BEGINNNIG OF OF A FRASE OR JUST LEAVE IT LOWER CASE, AND IF I AM SUPPOSED TO USE PERIODS AT THE END OF FRASES...

Yes, use capital letters at the beginning of a PHRASE (notice the spelling...) and a period at the end of a phrase. Have fun!

YES!, because if you are starting a new paragraph, you are supposed to capitalized each new begining letter after a period has been marked. It varies on each phrases. How it is being used. If you are using it as a regular phrase in a sentence then you would use a period. If it is being quoted or a heading of some type- then no you would not use a period.

A sentence begins with a capital letter and ends with a period. A sentence is a phrase.

well it depends What type of phrase it is if it's a name of something then it's supposed to be capitalised. Yet again it depends on what kind of phrase it is if it is exciting then exclamation point, if it's a question then a question, and if it's neither of those then go ahead and put a period.

Its P-H-R-A-S-E. But yes use an upper case, and italicize it.
