I developed some land. I had to hook up to city sewer and the developer adjacent to me charged me $130k to hook up through his land. He claimed that he wasn't planning to develop the phase over to my lot line and wanted paid to do it early. This was a lie, as he subsequently developed all phases. I wonder if it is legal to charge me a fee to hook up to, what is essentially, a public service. I still had to pay city assessment fees. Anyone have any ideas? Thanks.

Better call the Board of Contractors licensing department on this one.

Unless he was legally required to hook up YOUR land to the sewer, he has every right to charge you to hook up your lot. I have no clue if $130K is reasonable or not. It sounds high to me, but I have no point of reference.
