This sounds like a Maslow's Hierarchy of Needs question:

In order of importance for any individual or group:
1. Food...this is essential...one can use skins or vegetation fibers for warmth if necessary.
2. Fuel...necessary in cold weather and for the manufacture of tools/goods
3. Manufactured goods...you have to make the tools that are used to make more advanced tools and so on to create a civilization.

most important for what? they're closely related...take one away and things fall apart

foodstuffs are needed so you can eat and have the strength to produce more food or make goods

manufactured goods are needed as the basis of a good economy: provides things you need and want, makes for employment opportunities so you can earn money to buy the foodstuffs and manufactured goods, etc.

fuel is important: keeps factories running, powers equipment so food growers can be more productive (so everyone doesn't have to spend all day picking food or hunting just to stay alive), let's you heat your home so you can be comfortable, etc.
