For example, if I'm planning to go to Oxford in England (during my college years), will they allow to let a student in who went to a public school in her high school years? Will they also give me an oppurtunity to get scholarship?

I'm not 100% sure, and I'm in the U.S. but I think alot of nice schools would allow you to go in, if you have a really nice IQ and a good amount of money. Good Luck!

The most important thing the applicians need to do is visit the website of school they would like to attend, but most of them don't.

Many question will be answered if visiting schools' websites.

I believe in this world universities and colleges won't care what high school you come from, but who you are. You have to prove that you are desirable to be admitted as a student of these ones.

Scholarship is for students who are qualified for the requirements. You're good, you get it.
