It creates perspective. The viewer understands that the lines are parallel, so when they move towards each other at the top of the painting, they appear to be further away, and that part of the painting seems to fade into the distance.

Parallel line do not intersect...ever. The lines you a re thinking of indicate a vanishing point on a drawing.

They don't actually intersect, it's just an effect that they do. They use it to pretend perspective.
