The floor is nothing but cement dust and the walls are startiing to crumble as well. Can I reinforce them with anything, or am I just better off pushing the house in on itself and moving?

Get a structural engineer. This sounds like a big issue.

Whatever you do, stay out of Home Depot. They have some of the worst contractors in the business.

You could also hire a home inspector.

It's possible that someone added a coating of cement to the original floor and walls, and that the coating is now crumbling. You need to have a professional look at the basement to figure out what was done and why it was done. In other words, was it done just to make the floor and walls look better (smoother or cleaner looking) or to hide a water leak problem somewhere?

Once a professional figures out the answers to the what and why questions, then, he/she can make recommendations.

sounds to me you need a professional to rebuilt your foundation. They jack up your house and replace your basement walls with cement blocks. I don't think it something most people could do. Its a big I mean HUGE job.
