If it got a power surge (even through the cable line) and you didn't have surge protection (power bar) then yes, more than likely, your tv is fubar. Always protect your electronics with surge protection. The bars cost very little and come with insurance in the purchase price. Sorry to hear about that.

Depending on what part got fried, it may be or may be not worth repairing. Call a specialist, get an estimate, go from there.
You say it's the second time, so you probably repaired it before and have some idea. If it's the same part again that's gone, you know your answer.

Try taking an extension cord, and plug the tv into another wall outlet. Lightning may have damaged the original outlet.

you need to try it to see. the cable line and the tv are different. your cable line could be a goner, but maybe not the tv. try them both to see
