That would be Celosia. AKA Cock's Comb. They are neat looking flowers. Here's a link to some pics and info:

I love celosias/cockscombs; they're kind of an old-fashioned flower. The particular kind I like are celosia argenta, which has a velvety look to it, and produces enough seeds to be self-seeding for many years; the more "feathery-looking" variety is usually grown from plants and used as annuals.. These plants are very drought-tolerant, so be careful of too much water. They like full sun to partial shade; be sure the soil drains well. They are not very frost-tolerant. They will grow to be about 18 - 24 inches tall at maturity; the natural color is a burgundy/red, although there are yellow and orange cultivars available as well. Seed should be sown in the garden in spring after the soil is warm.

Celosia is an easy to grow annual that grows well in most soils in sunny areas. The cock's comb is aptly named because of it's similarity to a rooster's red comb. There are many varieties to choose from and come in several colors. Dwarf varieties are available for bedding plants but if you are planning on harvesting and drying the decorative flower heads- choose the large tall varieties. Hint- when buying celosia bedding plants buy dense healthy plants without big blooms. Once the plants have produced blooms and seeds, they slow their performance. In the garden they benefit from frequent removal of flowers which encourages reblooming.
