(1) In one of the buildings I work in, I have no control over the lights in my office. They're controlled at a central security location. The whole floor is lit or the whole floor is dark. Since we have people who work as early as 5 am and as late as midnight and then the cleaning crew comes thru, there's someone on the floor at all times.
(2) For security reasons, the cleaning crew will light up an entire floor. That way if someone is hiding, they can be seen and won't be able to sneak up and mug one of the cleaning crew.
(3) When a floor is lit, people can see into the building from outside so burglars have a harder time being not seen.
(4) Wasteful energy. Some people just don't turn out the lights.
(5) In a large city with a nearby airport, incoming planes need to see the taller buildings. If you're flying over a well lit city, you stay away from it.
(6) Some work locations have 24x7 workers in them.

I was a commercial property manager for many years and can answer this question with accuracy. Buildings leave "emergency lights" on through out the building at night. This is usually the middle florescent bulb in a typical light fixture that requires 3 bulbs. Most buildings put cameras at exits for security but do not have cameras through out the buildings so this is not a reason to have lights on through out. Another benefit in keeping lights on is knowing exactly how much electricity the building requires. This helps management to gauge usage of tenants and charge them accordingly should they use the building more than other tenants such as frequent working at night or weekends.
Buildings also often keep the air/heat on constantly as well because it is less expensive to cool/heat to a constant temperature than to allow the buildings to get too cold or too hot and then spend the entire day trying to get comfortable. Also, tenants pay for space and require that the climate be normal for working hours. It is more energy efficient.

Could be for security reasons, cleaning crews or people working late. Most office buildings have security cameras which need the light. Could be anyone or any combination of these.

Usually security is given as the main reason lights are kept on at night. Lights make it more obvious when someone who should not be around is there.
In many cases, though, the lighed skyscrapers on a skyline are part of a company's corporate identity. They serve as advertising for the company.

mild and darkness are no longer precisely opposites. Darkness is recent in the absence of sunshine, yet you won't be able to strictly absent darkness, it is basically the non-life of sunshine and not something the two tangible that is taken away. considering that darkness has no power it has no power in any respect. It won't be able to smash the sunshine. mild doesn'tchronic away darkness it basically replaces it.

I am not sure but some buildings have lights on for airplane clearance. Also for the same reasons listed.

I think they're on at night because that's when the cleaning crew comes in to get the place ready for the next business day.
