I want to make a "Lucy in the Sky with Diamonds" themed Halloween costume. What can I do to achieve this goal?

I remember in a video that the girl had a very colorful dress, but that's it.

You could have a double reader board with a sky backdrop, and put fake diamonds all over it...Use beads, they're cheap...I think they sell sky material, also for the reader board...

I was going to suggest dressing up like Lucille Ball, but wearing lots of fake diamonds and carrying around a cloud!

get poster board and have is around your body and draw a head hole with a drawn body in the sky
