Call your renter's insurance agent - let me guess, you don't have renter's insurance, do you? That might be something worth investing in for the future. If there's a fire for example, your landlord isn't responsible what's in your unit and renters insurance is relatively cheap.
The kid who did it (or rather his parents) is responsible but you might have to prove it was him...were there any witnesses? Get notarized statements, just in case you need them later on.
Tell your landlord what happened. If he's a nice guy, he might fix it for you - you never know.
In California, aren't there more attorney's per capita than any other state in the Union? I bet, if you let your fingers do the walking (check the yellow pages) you can find an attorney that'll council you for free for the first consultation. There are even free legal hotlines, if you look hard enough. You could also call the Bar Association if you need a referal.

I am a landlord in Oklahoma and a "stalker" of one of my tenants broke 3 windows of my rent house. I was responsible for the repair/replacement because it is my property and we didnt have anything written in the lease, but we did add an ammended clause that if it ever happened again, my tenant would be responsible. First thing I would do is see if you can work it out with the parents of the kids. See if they will pay for it. That would probably be the quickest way to get your window fixed, which I assume you want to do. If they don't pay or accept responsibility I would then go to the landlord and try to work it out with them.

I have to agree with Michelle.. Tell your landlord first. Then go to the neighbor and tell them that their child broke your window, and go from there. I would also think about making a police report,in case neither will pay and your stuck with the bill.

Beat that lil sucka up!!! lol Nah I'm jp you should check with your land lord or who ever owns that property and check in your lease and all of that check your responsibilities as the owner, but I think it's just common sense...tell the kids parents and they should pay for it.

I recommend being up front w/ your landlord. And if you know the kid's parents, speak w/ them. You could also take them to small claims court if your landlord wants you to pay for the damage done by their child.

where i come from parents are responsible for there children so if the child breaks your window go to the parent and talk to them and work it out
