for this car it will come off a ramp and will have to travel 3 meters and stop on a mark (where a dime is placed).
i have to design this car! It can't have any source of power, except the momentum gained from the ramp. It could have some form of breaking system!

you are not allowed to have a strong breking system like from a rc car!

All you need to do first is compute the Mass of your car using the equation from Conservation of Energy in terms of Momentum
Σmv or Σmv (Kinetic & Potential Energy) and consider Newton's law of motion F=ma.

If the mass is constant then you need to compute the desired velocity. For the breaking system I would suggest to use a rubber band winder, you tie it to the back wheel of the car. Once the car is release in the ramp the rubber band will gradually wind until it tighten to stop the car. You can adjust the lenght of the rubber band per your require distance you want the car to stop.

Dennis T has an excellent idea.
Use the momentum of the car to wind or twist a rubber band - adjust the rubber band's potential energy gain to exactly equal the kinetic energy of the car at exactly where you want the car to stop. Can't miss!
