I presume that you are asking about the first national government of the United States. If so, you're basically asking about the weaknesses of the system created by the Articles of Confederation. Do further research there for a good answer and consult the Federalist Papers for a nearly complete treatment of the subject, but here is a start.
In short, the government under the Articles of Confederation was not really a direct government of the people. The members of Congress represented the states, not the people, and each state (regardless of population) got one vote. Also, pretty much any single state could veto any important measure, making it very difficult to act unless all were in agreement (or could at least be persuaded to not object).
Also very importantly, the Congress had no power to raise troops or to tax, it had to beg the states to contribute money and men and had no bureaucracy of its own, depending on the states for any administrative matters. Additionally, the central government was powerless to handle disputes between states, since either of them involved could prevent an unfavorable resolution.
This is a bare beginning and this sounds like a homework question. Do yourself a huge favor and look into the matter yourself, you'll come to a much better understanding of why the above things mattered and will be able to provide specific instances of when each failing was made apparent. Invest a little bit of time and you'll be able to smoke the test when it comes around!

The first government was weak because initial organization was not solid as it was new group trying to make amends to laws that they wanted to make for the operation of public service.
