1. might have hit caps by accident and was too lazy to turn it off.
2. they were really excited in answering the question

no sometimes i use caps sometimes i dont it has nothing 2 do with being heard sometimes i hit the button or just like caps ppl are so ignorant and stupid it makes me sick

They do this to compensate for a lack on content in what they are saying. So they might believe they would get your attention more than they would otherwise.
