If it is for food preperation or similar, use the following method I learned at work.
Put soap on your hands (pump pack so you dont spread germs arround)
For each finger, clean it whilst you sing happy birthday. Each finger should be one happy birthday, and then your hand itself should be another happy birthday. Thats 11 happy birthdays in total - which is close to 3 minutes. Remember to resoap as needed - probably 3 times
Make sure you dry with paper towel and that you don't recontaminate yourself.
