Yes, but only to a very limited extent compared to other sports, and mostly on collegiate level. There are also some company-sponsored teams that play football. Among comparable games, rugby has always been a much more popular sport (collegiate and corporate leagues). Things may be changing, though, as there is anime now that depicts football...

A college team from Japan traveled to California several years ago to play some lesser lights and got creamed in every game. So the answer is, yes they do have college football in Japan but the teams are not very good according to American standards, but are probably very competetitve among themselves.

Beleive it or not they have college leagues over there. They even wanted their college all-stars to play ours. The NCAA laughed at them.
