Forester? Horticulturist? Naturalizer? Tree farmer? I think it would depend on things like is it a hobby or a vocation? But I most often think of tree planters as foresters.

A landscaper. Arborists are tree care people and foresters are forest care people. Planters are primarily landscapers.

Usually this is called an arbourist, but horticulturists are trained in tree care.
