If the game is located at the American League team's stadium then there are DHs. When the game is located at the National League team's stadium then the pitcher's bat.
It would be so much easier if both leagues have the same rules.

If the teams are in the American League stadium than they have a DH. however if they are in the National League stadium then they do not have a DH

If the games are held in a National League stadium then no.

The designated hitter rule will be used when games are played in Detroit, but not for games played in St. Louis. The home team's league affiliation (American .vs. National) determines when the designated hitter rule is used.
