Clinton recommended it in 1998, he just couldn't get his pants up fast enough to do anything.

The administration’s plan (actually the neocons plan – Bush just let them use the US military) was never doable, winnable, and there was never a single upside for America in it. Middle East experts were almost unanimous in their agreement that removing Saddam from power would result in a civil war and destabilization of the region.
G.H.W. Bush and Clinton were both smart enough to listen buy into the idea, but Dubya was too ignorant of the situation. Instead, he saw it as a way to secure his place in history. Even more dangerous as motivation, Bush thinks that he is has been chosen by God, possibly to bring about Armageddon and the return of Jesus, He says that God ‘told’ him to invade Iraq. That was his justification for cooking the intelligence data and lying to the American people and the world so he could follow through with his immoral and illegal invasion of Iraq.
In addition to being insane, why would God tell Bush to do something that could only harm America? We are now the most hated and despised country in the world. We have had our dignity and honor stripped in the eyes of the international community. We have lost Afghanistan, we have lost Iraq, and we are losing the war on terror.
Bush may have chosen the wrong war, at the wrong place and at the wrong time, but we chose the wrong President twice, and we will be paying for that mistake for decades to come.
