A complete idiot has both parents who are 100% pure idiot. However, most idiots are half wit. This being where one parent is full wit and the other is complete idiot. A total idiot is a 3rd generation complete idiot.

Subtle differences, a complete idiot would be a person who is an complete idiot in some aspects or attributes, a total idiot would be someone who's a complete idiot in every aspect, if you get what I mean.
