Subtle differences, a complete idiot would be a person who is an complete idiot in some aspects or attributes, a total idiot would be someone who's a complete idiot in every aspect, if you get what I mean.

I read recently that an idiot is someone who drives slower than you . . . as in "What's wrong with that idiot?" . . . while a fool is someone who passes you . . . as in "Lookit that fool!" So it's probably the same as the difference between a total fool and a complete fool.
