a train moving 15 miles per hour moves 0.25 miles per minute (15/60). the train has to move 2 miles in order to be out completely (1 mile for the length of the tunnel, 1 mile for the length of the train), therefore it's 8 minutes.

8 Minutes

The train is traveling at 1 mile every 4 minutes, therefore it take 4 minutes for the engine to enter the tunnel then leave on the other end of the tunnel and since the last car is 4 minutes behind the engine it will be another 4 minutes for the last car to leave the tunnel.
