Turn this into an equation, "12 is what percent of 15"

For "what percent" use x / 100:

12 = x/100 * 15

x / 100 = 12/15
x / 100 = 0.80
x = 0.80 * 100
x = 80

Therefore:
12 is 80 percent of 15
