1) The U,S. census Bureau is a government entity tasked with counting the United States' population. In addition to the head count, the Bureau gathers data about ethnicity, income, education levels, and many other bits of information relation to the US population. It performs a full count every ten years, as directed by the US Constitution, and spends the time in between analyzing the data, correlating it to past counts, and performing other population-based studies that Congress may ask for.
2.) We have a Census Bureau because the Constitution specifically requires one (Article I, section 3). The representation in the House of Representatives is dependent on a given state's population, and accurate count is required to be able to assign the correct number of House seats to the states. The count also helps Congress decide how to allocate education money, job training funds, decide how many courts and judges are needed and much much more.
3.)The Census Bureau began when the US Constitution was ratified in 1788.
